Nearshore vs Offshore Software Development for European Companies
Nearshore or offshore? A practical comparison for European companies covering time-zone overlap, cost, GDPR and when each model works best.

Quick answer
For a European company, nearshore development (for example in Poland, Romania or Portugal) gives you near-complete time-zone overlap at a moderate saving, while offshore development in India costs less and still overlaps 4.5 to 5.5 hours with Central European Time. Choose nearshore when your process needs constant real-time collaboration; choose offshore when you want more output per euro and your team works well with a few shared hours, written specs and sprint demos.
Nearshore vs Offshore at a Glance#
- Time-zone overlap. Nearshore: almost the full day. Offshore India: 4.5 hours in winter, 5.5 in summer with CET/CEST.
- Cost. Nearshore: lower than Western Europe. Offshore: usually lower again for similar seniority.
- Travel. Nearshore: short flights and same-day visits. Offshore: longer trips, rarely needed.
- Talent pool. Both large; India's is one of the biggest in the world.
- GDPR. Nearshore inside the EU: no transfer mechanism needed. Offshore India: Standard Contractual Clauses plus a transfer impact assessment.
- Language. Both work in English; nearshore teams may also speak your local language.
When Nearshore Wins#
- Your team runs long collaborative workshops in the afternoon.
- Contracts require processing and access to stay inside the EU.
- You expect frequent in-person sessions at your office.
When Offshore Wins#
- You want to stretch a budget across a longer roadmap.
- Work is planned in sprints with written specifications and demos.
- You value the overnight effect: feedback given in your afternoon is built by your next morning.
The Hybrid Model#
Many companies combine both: product ownership and architecture stay with an in-house or nearshore lead, while an offshore team builds features. This keeps decisions close to the business and the cost of delivery low. It works best when the offshore team has its own technical lead who can make day-to-day decisions without waiting for your afternoon.
GDPR Is Manageable Either Way#
Offshore does add paperwork: an Article 28 data processing agreement, the EU Standard Contractual Clauses and a transfer impact assessment. With production kept in an EU region and anonymised test data, offshore developers rarely touch personal data at all. Our GDPR checklist for offshore development walks through it.
A Simple Way to Decide#
Write down how many hours a day your team truly needs to be in live conversation with the developers. If the honest answer is more than five or six, go nearshore. If it is two to four, offshore will usually give you more for the same budget. If you are unsure, start with a small fixed-price phase and judge the working rhythm before committing.
