Quick answer

To hire a software development company for a UAE business, check four things: relevant regional work, a clear plan for data protection under the UAE PDPL or the DIFC and ADGM rules, real Arabic and English support where your users need it, and a written scope with an outcome-based price. Location matters less than you might expect, because India is only 1.5 hours ahead of the UAE and shares most of the working day.

Your Options: Local, Hybrid or Offshore#

  • Local UAE firm. Easiest for in-person meetings and government projects that require a local entity; usually the highest cost.
  • Hybrid. A UAE sales office with engineering in India or elsewhere; common in the market.
  • Offshore team. Direct access to the engineers at lower cost, with about 7.5 hours of daily overlap from India.

Data Protection in the UAE#

Onshore businesses fall under the federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021). Companies in the DIFC and ADGM free zones follow their own data protection laws, and some sectors, such as health, have extra rules about where data may be stored. The UAE government portal on data protection laws summarises which regime applies.

In practice, ask the vendor where production will be hosted (UAE cloud regions are available from the major providers), whether developers will see personal data, and how access is logged. Your legal team decides what applies; the vendor's job is to build a system that makes those obligations easy to meet.

Arabic, English and Right-to-Left Layouts#

Many UAE products need both Arabic and English. Bilingual support is more than translation: layouts must mirror for right-to-left text, numbers and dates need the right formats, and every screen has to be designed and tested in both directions. Ask to see the plan for this during scoping so it is in the estimate rather than discovered later.

How UAE Projects Are Priced#

UAE buyers increasingly ask for outcome-based pricing: a defined scope with a fixed price or budget range for each phase, instead of open hourly billing. That protects you from scope drift, as long as the scope document is detailed. Expect integrations such as payment gateways, government services or ERP systems to be priced separately, because each one needs its own testing.

  • Ask for. A written scope, a price per phase, the assumptions behind it, and what is excluded.
  • Watch for. Very low quotes with vague scope; they usually grow during the project.

Questions to Ask Before You Sign#

  • Can you show work for companies in the UAE or the Gulf?
  • Who will build the product, and can we meet them?
  • Where will production be hosted, and will developers see personal data?
  • How do you handle Arabic and right-to-left layouts?
  • Who owns the code, designs and cloud accounts?
  • What happens after launch: support, response times and costs?
